Norwegian Innovation Clusters (NIC) is a collaborative program operated by Innovation Norway together with Siva and the Research Council of Norway. NIC has been established to help strengthen Norwegian business through collaboration on innovation. The goal is to address challenges related to achieving long-term growth as well as national and international competitiveness. Motivation and ambition for collaboration among a cluster’s members to solve these challenges form the foundation of the program.

The Norwegian Innovation Clusters program is jointly owned by Innovation Norway, SIVA and the Research Council and is managed on behalf of the Ministry of Trade, Industry and Fisheries and the Ministry of Local Government and Regional Development.

Who is the program for?

NIC is offered to established businesses that wish to connect with knowledge environments, capital environments, and public actors for collaboration on innovation. There are no requirements regarding company size, sector, or industry for cluster members to qualify for admission to NIC. However, all members must share a motivation and ambition for collaboration and joint exploration.

Purpose and role of the program

NIC aims to contribute to value creation in Norwegian business by triggering, strengthening, and implementing collaboration-based development that would not have taken place to the same extent or at the same pace without public support.

The role of the program is to:

  • operate and manage the program in accordance with the mandate from the Ministry of Trade, Industry and Fisheries
  • fund clusters that collaborate on growth, innovation, and increased competitiveness
  • contribute with expertise, capital, and networks
  • act as a risk buffer related to exploration and innovation
  • strengthen the clusters’ role as connectors and facilitators for their members
